You can make the capture of a seller or landlord details compulsory for your users:
Go to settings / customise.
On the listings tab, click on the 'seller details required for new mandates' checkbox and click save.
When users capture a new listing, they wouldn't be able to complete the contacts step without adding seller or landlord details first.
